 Rules on Goods Entering and Leaving the Duty Free Zone (JB): Export & Import


1. TYPE OF CUSTOMS FORM
  • Form 1 - to import goods <from Duty Free Zone (JB) to other location>.
  • Form 2 - to export goods <from other location to Duty Free Zone (JB)>.
  • Form 8 - to import and export goods either leaving / entering Duty Free Zone (JB) <non-taxable goods>.
2. USAGE OF CUSTOMS FORM 1
  • To be used for goods leaving the Duty Free Zone (JB) from Buyer to Seller (import).
3. USAGE OF CUSTOMS FORM 2
  • To be used for goods entering the Duty Free Zone (JB) from Seller to Buyer (export).
4. USAGE OF CUSTOMS FORM 8
  • To be used for goods entering and leaving from Duty Free Zone (JB) to other duty free location (non-taxable goods).
5. PROCEDURE FOR CUSTOMS FORM 1
  • To submit previous invoice which was used for exporting these goods.
  • To submit previous CUSTOMS Form 2.
  • To issue an invoice for the goods which are leaving Duty Free Zone (JB)
  • To issue a letter "Application For Goods leaving Duty Free Zone (JB)" on Company Letterhead.
  • To submit all above mentioned documents to Forwarding Dept. one (1) week in advance before the goods leave Duty Free Zone (JB).
  • Ensure the goods leaving are not more than one (1) year old (if it is more than 1 year old, other procedure is to be used.)
6. PROCEDURE FOR CUSTOMS FROM 2 (EXPORT)
  • To submit the invoice three (3) days in advance before the goods arrive in Duty Free Zone (JB).
  • To check with Forwarding Dept. after three (3) days submission of invoice.
  • If it is ready, to instruct seller to send the concerned goods as stated in the invoice.
  • Ensure that the goods are complete with details of goods (kg/ml).
7. PROCEDURE FOR CUSTOMS FORM 8
  • To issue invoice for goods which are leaving Duty Free Zone (JB).
  • To get ready the previous invoice used for exporting these goods.
  • To obtain an authority letter from the Bank (Letter of Guarantee).
  • To obtain a lorry permit from the CUSTOMS (Shipping).

  • All processing on goods entering or leaving from the Customs Checkpoint are to be carried out by you or the lorry driver except for any unforeseen circumstances.
  • One (1) week after the CUSTOMS Form collected from the Customs, the Forwarding Dept. will issue a claim being miscellaneous payment i.e. one (1) set of Customs Form is charged a RM2.00 (depends on the administration division).
  • Ensure that goods leaving the Duty Free Zone (JB) have the Approval Permit (AP) or Import Permit (IP) for relevant goods (to be arranged by you).
Excerpt from Tenancy Agreement with regards to Forwarding Service:

a. For tenants, as per tenancy agreement, the delivery of the Tenant's goods shall only be conducted and/or effected at the designated loading area or warehouse specified by the Landlord or the Appropriate Authority for such purpose. AND the subsequent movement of the Tenant's goods from the designated area to the Demised Premises shall be carried out only via the Complex's designated service lifts, during the Business Hours but excluding the hours from 12.00 noon to 2.00 pm and 5.00 pm to 8.00pm:

b. The Tenant shall utilize the Landlord's Forwarding Service (as hereinafter defined) for the purposes of custom declaration of incoming goods to the COmplex and the outgoing goods from the Complex wherein:

i. The Landlord shall inter alia prepare the relevant custom documentation, liase with the customs and conduct a physical check on the Tenant's incoming goods and outgoing goods (hereinafter referred to as "the Forwarding Services");

ii. the declaration of the incoming goods and the outgoing goods must be conducted within the working hours of the custom check point which is currently from 8.00 am to 4.00 pm on Mondays to Dridays except Public Holidays.

The above is part of agreement content for Tenants which the full / complete and detailed clause can be obtain via the actual agreement. The above content is for information purpose only which shall not be referred to as full and complete clause.
